Is anybody able to tell me what effect Hank is using in the middle of this please?
It seems to be a delay but with something else.

It sounds like a time-modulation effect of the phaser / flanger type. More at the phaser end of things.

Most likely a flanger as this was the 'in thing' at this time. However I have heard a similar sound from a phaser, on the more extreme settings with lots of feedback.
