These are two separate paths within the plug-in/pedal (if has them) and can be blended with one another to get the best balance/level of the effect.
The dry is the level of the original single that comes through, this has nothing of the designated effect in the signal path, so if you had dry right up and wet right down there would be no echo.
Likewise, if you turned the wet right up and dry off the whole signal is going through the echo effect. It follows that if you turn both right off nothing will come through.
So say you just wanted just a little echo, but not a full on effect, you could leave the dry fully up and use the wet to blend the amount of effect (echo in this case) into the dry signal.
Think of them as being hot and cold running water going through a mixer tap and turning each on to get the correct temperature!
